The Role of Metropolitan Planning Organizations in Planning for Equitable Shared Mobility: A Federal Highway Administration Peer Exchange Event
This report summarizes the presentations, discussions, and key takeaways from a virtual peer exchange on equitable shared mobility with metropolitan planning organizations (MPOs) from across the country led by the Federal Highway Administration. The peer exchange examined the roles that MPOs play in planning for the integration of shared mobility services into local multimodal transportation systems to advance regional planning goals. Participants discussed challenges and noteworthy practices for supporting equitable shared mobility, addressing topics such as long-range and strategic planning, project programming, data collection and analysis, coordination with stakeholders, public involvement, funding opportunities, and more. The discussions also identified ideas for future research on shared mobility related to partnership models, metrics for evaluating equity outcomes, resources and practices for data sharing, and economic impacts. |

Federal Grant Management: Effective Practices for Administering Funds from State DOTs, through MPOs, to Local Agencies and other Sub-Recipients
This report summarizes proceedings of a virtual peer exchange sponsored by the Federal Highway Administration (FHWA) and hosted by the New Jersey Department of Transportation on June 28-29, 2022. The purpose of the peer exchange was to discuss the topic of Federal grant management, particularly effective practices for administering funds from State departments of transportation (State DOTs), through metropolitan planning organizations (MPOs), to local agencies and other sub-recipients. The event provided an opportunity for State DOTs from across the U.S. to share experiences, lessons learned, successes, and challenges related to the topic. Specifically, participants discussed pre-award capacity analysis and risk assessment, subaward agreements, sub-recipient monitoring, tools for tracking funding, and regulations related to grant management. |

Statewide Travel Demand Modeling
This report summarizes proceedings of a peer exchange sponsored by the Federal Highway Administration (FHWA) and the Transportation Research Board (TRB) and hosted by the Ohio Department of Transportation on June 15-16, 2022. The purpose of the peer exchange was to gather State DOT staff, Federal staff, and representatives of other entities to discuss the current and future status of statewide travel modeling. The peer exchange included robust discussions of statewide travel modeling successes, challenges, and opportunities among State DOTs; modeling and data input improvements happening at the national level, and ideas for future research that can improve how State DOTs develop, implement, and use data in their statewide travel models. The event was sponsored by FHWA through its Transportation Planning Capacity Building Program, led in partnership with the Federal Transit Administration. Peers included the California DOT, Colorado DOT, Delaware DOT, Florida DOT, Georgia DOT, Illinois DOT, Iowa DOT, Kentucky Transportation Cabinet, Michigan DOT, Ohio DOT, Oregon DOT, Texas DOT, Virginia DOT, and Wisconsin DOT. During the peer exchange, each peer shared a report on statewide modeling and presented on their statewide model. Appendix D provides the peers’ reports on statewide modeling. See Appendix D here. |

Transportation Equity
This report highlights the presentations, discussions, and key takeaways from the “Transportation Equity” virtual peer exchange, held over two half-days on March 22-23, 2022. The event was sponsored by the Federal Highway Administration (FHWA) through its Transportation Planning Capacity Building (TPCB) program, led jointly with the Federal Transit Administration. The event was held at the request of the Minnesota Department of Transportation (MnDOT) to bring together peers from across the country to discuss transportation equity and the need for inclusive practices in transportation planning, programming, and project delivery. About 45 participants attended the event, representing peer State departments of transportation (State DOTs), metropolitan planning organizations, representatives from FHWA, FTA, and the American Association of State Highway and Transportation Officials; and other transportation partner agencies from the peer States. The peers included California Department of Transportation (Caltrans), Illinois Department of Transportation (IDOT), Michigan Department of Transportation (MDOT), and Pennsylvania Department of Transportation (PennDOT). |

The purpose of the peer exchange was to discuss ways to enhance processes and software capabilities in the management of the electronic Statewide Transportation Improvement Program (e-STIP). The event provided an opportunity for State departments of transportation across the U.S. to share experiences, lessons learned, successes, and challenges related to the topic. Specifically, participants discussed methods of improving the effectiveness and transparency of the STIP process while remaining dynamic and helping reduce State risks while meeting Federal requirements. GIS and Equity Peer Exchange: A TPCB Peer Exchange Event
This report summarizes proceedings of a virtual peer exchange sponsored by the Federal Highway Administration (FHWA) and hosted by the Association of Metropolitan Planning Organizations (AMPO) on June 22–23, 2021. The purpose of the peer exchange was to discuss how metropolitan planning organizations (MPOs) can build MPO capacity for using geographic information systems (GIS) to advance equity goals. The event provided an opportunity for MPOs to share experiences, lessons learned, successes, and challenges related to the topic. Specifically, participants discussed how to define equity at an agency and project level, how to use data to inform decisonmaking, and how to use data and GIS to share information and “tell the story” about equity populations and projects. The topics of discussion stemmed from an AMPO survey conducted to solicit MPO needs surrounding equity, data, and GIS. |

Peer Report: FHWA Mid-Atlantic Megaregion Workshop
This document summarizes the December 6, 2016, Mid-Atlantic Megaregion Workshop titled "Are We Ready for the Rise of the Megaregion?" The Workshop brought together local, State, and Federal transportation decisionmakers to identify how States, MPOs, and other planning partners can better connect with each other, coordinate statewide freight plan development, and identify common approaches to address traffic congestion and aging infrastructure at a megaregion level. The Workshop took place in King of Prussia (Greater Philadelphia), Pennsylvania. Transportation officials and planning representatives explored emerging trends, new technologies, planning practices, and opportunities for multijurisdictional coordination. Topics of the Workshop include activities and perspectives of the I-95 Corridor Coalition, current freight planning efforts for States and MPOs in the Megaregion, connected and autonomous vehicles, and freight planning provisions of the Fixing America's Surface Transportation ACT (FAST). |
